Blocked out of hotmail

I am trying to resurrect my Hotmail account that I have been blocked out of for several years.

I have answered the questions you have asked to the best of my ability but you keep telling me you need more info,I am extremely frustrated as I cannot provide you with any more info than that that you have asked for.

What more can I do. Please reconsider my request,my phone no is +6421127****

Accounts become inactive if you don't sign in for more than 270 days VIA WEB BROWSER or within the first 10 days after signing up VIA WEB BROWSER for an account.  If you have a welcome email that has happened.

After an account becomes inactive, all messages, folders, and contacts are deleted. Incoming messages will be sent back to the sender as undeliverable.
Your account name is still reserved.

However, if the account stays inactive for an additional 90 days, the account name may be permanently deleted.
If you don't use your Windows Live ID for 365 days, your Windows Live ID will be permanently deleted.  Once the account is marked as in-active all data is purged so even if you could get the email back the data would be gone....

Once that you can't restored the emails using the recover option in Outlook.com, the emails was already been purged in the system. To avoid this thing to happen again, I suggest that it will be best if you sign in to your account as frequently as you can.
